Those are cost guard boats not made for warfare. 5 of them were planned to be built in Ukraine.
Technically, they’re on their way to Constanta, Romania. It’s unclear when they will transit to Ukraine, but Russia will certainly attempt to target them once outside NATO’s umbrella. They’re currently unarmed, but that will change.
