It means taxis and busses (I think) can take any route, not only the right or left that the normal drivers are being sanctioned to (by the blue arrows).
If you can get your taxi driver to drive underneath one of those signs, that means you don’t have to pay for the ride
I know a place where a similar situation exists. It’s an intersection where you reach an area with taxi spots if you go straight on. Beecause “normal” cars are not allowed there, they have to turn either right or left but taxis are allowed to go straight on to reach their spots.
I know this intersection – in order to reduce traffic on Kirchenstraße (straight ahead), cars must turn left or right. For efficiency, taxis are permitted to continue straight. Lots of people ignore this, though.
Generally, when there’s a restriction on driving in a certain direction, and another sign saying “[x] frei”, then vehicles of [x] type aren’t bound by the restriction. The restriction here is implied – you aren’t allowed to go on straight ahead.
