1. You would pay the price above and maybe can claim the VAT Back, when exporting that Car.
   But keep in mind, if you pay in Cash for an amount over 10.000€ the seller needs to document your ID.

2. well the upper one is the price that includes taxes. if you’re buying that car for yourself you will have to pay that price. if you’re a company that buys that car to sell it to some customer you’ll pay the lower price since you don’t need to pay VAT in that case.
