I understand what the litteral meaning is, but what is it supposed to mean? I’m on the Austrian motorways and saw ASFINAG employees stopping cars with foreign licence plates, asking them something and then often directing them away from the exit. Does it really mean you can’t leave the motorway for a more scenic route or to avoid traffic?
