It’s for the blind, so they can touch it and see the layout of the traffic lights. There is also a button on the left to trigger the traffic lights for the pedestrian crossing (*) and it gives out audible signals about the light status
* those mostly don’t work, since most traffic lights are centrally controlled, so it just makes a beep.. but there are a few crossings where you must press the button, or the pedestrian light never goes green, but those are in places where there are no roads intersecting the main road (just a crossing) and even that not everywhere.
