They are just saying that the noise is caused by health issues and isn’t related to drugs, no need to be scared of them and calling the police won’t help the situation at all.
Not a hostile note at all, just an explanation.
I guess 2nd note came first so I’ll translate it first.
“That son of a whore clown who is bored of their life who called the cops on me for walking around in my apartments, just to notify you since you’re so interested in other people’s lives, this isn’t targeted at anyone! I have adhd-asthma. When the slime doesn’t get loose, it causes pressure in the ears. This pressure that lasts for hours every day and which causes me not being able to focus on any of my hundred tasks daily besides this adhd so shut the fuck up and focus on your own things. Idiot. You fucking clown can for example come notify on the thing directly so that the other is aware that someone is bothered.”
That went from 0 to 100 real quick. This person seems somewhat unstable and the language used in this “heippalappu” is in no way acceptable.
They are addressing the person who called the cops, and if they are a direct neighbor to you they might suspect you did it. I would try to avoid confrontation. If there’s noise bothering you during quiet hours, it’s completely fine to call the cops.
I understand that it can be frustrating when cops show up without a warning, but sometimes neighbors are too scared to come to your door themselves. Especially if it sounds like someone is shouting/fighting/having a rowdy party. This note definitely doesn’t make it better.
