Looks to be munitions storage. Strong earthen bank walls and a thin, lightweight roof so that should the munitions accidentally explode the energy and debris is directed upwards, not outwards.
This is Area 4.
A bit like Area 51, but far less glamorous.
In America they have lots of space and so can have lots of “Areas”, but due to our vastly reduced landmass we can’t have so many areas dedicated to aliens.
I believe they have housed at Area 4, the discarded contents of an alien lavatory system.

It’s Ramsgreave Covered Reservoir. Just a massive water tank basically. The fences and cameras are because drinking water is a critical resource which requires protection.

The large mounds suggest ammunition storage. The mounds are there to contain any blast by deflecting it upwards.
