I’m an international student in Pfarrkirchen, and I got offer a room from Studentwerk for 415 euro Warmmieter. Is this too expensive? Why is the operation fee is so expensive? I’m also asked to send them the reservation fee + first month rent (rent start on 1/9 but I’ll land in Germany on 28/9) is this suspicious as I’m told you should send any money before hand. I think it’s safe since Studentwerk is pretty legit.

If you are sure you are actually communicating with the Studentenwerk, they are safe. Rent and deposit (probably not a reservation fee?) are due with the start of the contract – the fact that you arrive later is your own problem.
Studentenwerk housing is heavily subsidised, which is why the cold rent is so low. Utility costs particularly for heating and electricity have skyrocketed recently, and depending on how old the building is, heating costs might be high.
If you managed to get into Studentenwerk housing, take it. You’ll usually not find anything cheaper on the free market, and you won’t find anything from abroad either.
Studentenwerk is legit and if you‘d like to secure that room, you‘ll have to pay in advance and accept that you pay rent for one month in which you aren‘t using the room.
Betriebskosten look good, taking into account that they usually include everything in a dorm (electricity, water, heating, internet, Hausmeister,…). 415€ is cheap for Warmmiete nowadays with increased costs for nearly everything. Rooms/apartments offered by Studentenwerk are as cheap as possible.
