Paul Maas, who created this map, was a German who had to emigrate in 1939 to the UK because of is jewish heritage. He was not an Austrian.
Apart from that, the idea of an Europe that is divisives into even chuncks is never going to work. Too many different cultures. You cannot separate those through arbitrary lines.
Other than that I appreciate his ideas of a fair and peaceful Europe. However, the European Unions did a way better job than his map idea.
