Essex: 50 schools fitted with crumbling concrete, says council

1. Fitted is an odd choice of word. Almost as if someone doesn’t know that concrete isn’t a building material.

2. I don’t understand. Why such shoddy materials were used? Were they cost cutting or just flavor of the month that everyone was using back then? What about residential homes, apartments?
