I mean yea, if you consider 18-35 year old Albanian men (not even from anywhere near Kosovo) to be refugees, makes sense.
Considering the state of the world right now, especialy places like Afghanistan, its completely understandable that people seek safety and a place were to rebuild their lives.
The EU should seriously reform its process to request asylum and its accoglience of refugees. Right now its a burocratic nightmare and very few manage to obtain access.
