Sound like the UK gov is getting ready to scapegoat Ofcom, this will be a impossible task, and its unlikely Ofcom will have the draft code of practice ready before Christmas.
And the companies either won’t care because they’re based abroad or they’re pretty sure this won’t be enforced.
