I would assume it has to do with the fact that there are almost no more cars on the road, that do not comply with Schadstoffgruppe 4 (green badge). So there’s literally no reason to pay for the upkeep of said zones anymore.
I guess you missed this part:

Basically, they’re claiming that there’s no point in spending resources policing this when so few people now even own cars that were registered before 2006 that the ban makes no actual difference.
I still have to stick the sticker to my wife’s car, maybe I’ll just wait a few weeks and hope for NRW to follow suit.
