Those reinforced plastic rowing boats last almost forever and are quite cheap in Finland, the land of thousand lakes. Practically finders keepers.
Probably public, but it also doesn’t look safe. Might have been there a long time, those planks could leak like hell. I’d avoid using it.
People sometimes appropriate public shores for storing their rowboats. One thing you can check to tell if it’s privately owned: they’ve taken out the plug that plugs the bottom of the boat. Without the plug it’s not really seaworthy.
