This is a Picture from a bench at a train station in Germany (Hamburg-Rothenburgsort). What is the lower part for? You can move it like a swing. It is fixed with two screws. You cannot put your feed there. And you cannot extend the bench to have a bigger seating area.

It’s for the sight-impaired. They can feel the moving bar with their stick, which is a signal to them that they can take a seat here.
