If the bus has to be parked somewhere with a slope they are legally required to place these wedges IN FRONT of the tires in the descending direction to maximize safety if they would lose air in their hand brakes.
If you are unhappy with the driver’s service, you can simply place one of these in front of one of the front wheels. But be prepared to run away!

Seriously, these are used to stop the vehicle rolling away when parking on steep slopes. I don’t know why they are stored in the cabin, though.
