I just moved to Germany with my cat, and with temperatures up to 30 most days recently…it’s been awful keeping the windows closed. My cat only lives indoors, but I am having trouble finding a solution for the windows so I can open them without worrying for her safety.
It seems my windows will only open from the sides like shown in the picture.

First of all, it’s good that they open on the sides! Leaned windows are extremely dangerous for cats, they get caught in the window which cuts off their blood supply to lower body and they can die – even after being trapped for a short period. It even has a name: Kippfenster-Syndrom.
What you can do is get insect nets that get mounted on aluminum frame which then gets attached to a window, without any permanent modifications, and buy fiberglass insect net which will be claw proof enough.
Insektengitter. Basically see through mesh that keeps mosquitoes and stuff out. Usually works on keeping cats in, too.
I 3d printed a part which only allows the window to be opened slightly, Its then attached with a power strip.
