I don’t see how they can make a legal case for confiscating a vehicle if it didn’t enter Estonia irregularly.
It makes sense to impose the need for a re-matriculation, especially if these vehicles stay most of their time in estonian roads, so they can be taxed as an Estonian vehicle. Or alternatively tax road use to all foreign plates.
