Mayor of Kherson who refused to betray his country is still in Russian hands, his location and health unknown

Wasn’t the reason why Kherson was caught. Was because some of the military officers assign to protect the south betrayed Ukraine. Or was that a rumor that wasn’t true.
Forgive me if I’m wrong, but wasn’t the mayor of Kherson the guy that handed over the city intentionally rather than defending what was perhaps the most easily defensible position in all of Ukraine? Is this the same guy? Maybe I’m confused and that was the governor instead? I was under the impression this guy defected a long time ago, not that he was “in Russian custody”. Maybe under Russian protection more like.
