You have to send a letter, ask your lawyer to send a letter or get your ass over to Potsdam and have them write down your statement.
NB: it says “schriftlich”, which here is the legal term meaning letter or fax. Email is allowed only when they state “in Textform”.
(NB #2: “Landeshauptstadt” just means “capital city”, ie does not make sense in that sentence)

Someone filed something (you did’t include that) with the Potsdam Family court. The family court send you a copy of the petition with the cover letter you posted. The letter states that if you oppose whatever someone filed, you have to do so within 2 weeks in writing or in person at the court. Email will not be sufficent (you can theoretically do it electronically, but you won’t have the necessary software/hardware to do so) . A lawyer is not mandatory.
The district court (Amtsgericht) of Potsdam has sent you written notice that you have 2 weeks to respond to in written paper form, so letter or fax or if you have a german lawyer then they could file using the legal email system beA.
Basically someone is suing you in Potsdam. For suit details read the attachment. You have 2 weeks for a written reply/filing of motions etc.
