I don’t think this is as big a deal as its been made out to be. Every company I’ve ever worked for that had fuel cards had the same carry on. It was almost expected

This is RIFE! I know by name multiple senior management in the HSE that haven’t paid for their fuel in decades. They just “organise” a meeting regional like so they top up their own car of a Thursday every week.
