The scrapping of the HS2 Manchester leg is all about political positioning for the next election. He’s reorientating the Tories as more conservative, pro-car, anti-public transport & green leftie spending, type of party.
I initially quite liked Rishi as a pragmatic rather than ideological, fairly centre sort of politician, unfortunately that pragmatism is most orientated to staying in power and now his tacticians see potential in shifting right, Rishi is increasingly willing to do almost anything in desperation to keep power.
Removing the subsidies on food and drink in the houses of parliament would help as well…

Tarmac has a life and according to most experts should be resurfaced every 30-40 years maximum. Many roads are older than that and have never been resurfaced. The steeet that live on was built in the 50s and the road is the original Rd which has never been resurfaced or even had surface coating redone

You will also find that basic infrastructure investment also generates income in other ways, such as increasing employment rates and efficiency which can result in more tax intake.
A pot hole doesn’t really provide that sort of ROI, although they should be fixed as a matter of basic competence.
