I have a family reunion visa and will be going to an appointment to apply for the Residency Permit Card. In the Berlin Service official website, it doesn’t show Health insurance as one of the required documents, can someone verify wether it practically is or isn’t needed on applying only upon receiving? (Since some sources say that processing time may be 1-3 months)

They do indeed not list proof of german health insurance as a requirement. However, If you are in germany and reside here, you have to get yourself health insured, so even if they do not explicitly state it, you have to insure yourself if you want to life here. It is not explicitly illegal not to be insured, but it is obligatory to be insured.
I was told by the company I work lawyers that if you don’t have a job there or will start working, you need insurance. Get en Expat insurance that you can cancel at any time. Once you’re working you’ll get either public or private insurance with your job.
