From what I read its a civil services response drill for the aftermath. Not “what to do if the nukes are falling” but “nukes have been dropped, the country is in shambles, what to do to keep the rest it from getting even worse”.

The obvious purposes of these drills is to make the population believe they’re under nuclear threat from the west and make them swallow further mobilization as a result. In short, it’s just another form of propaganda.
