The average height for women in Spain is 1.62 or so. If that is a women’s restroom, I can understand why the mirror would be so low.
That has to be a wheelchair bathroom, im 192cm and I can see my face in every miror here

When I’ve travelled around Europe, I’ve never felt that (Newly built) bathrooms were really designed for taller people than in Spain.
But it’s true that I’m 1.75, so a bit short for a man, a bit tall for a woman, probably on the average of the population so I can kinda deal with everything.
That’s an accessible bathroom, so the mirror is lowered so that people in wheelchairs can use it.
