This is a typical Putin-style event for showing “people support” of the war and annexation. Most people participating are state employees and students who were promised extra 10 points when applying to universities for “volunteer work”.
Interestingly enough, this time Putin didn’t arrive, and this concert was not shown on TV at all. You can read some interesting reports from independent media reporters who were there:
