As expected, troop build up on the border was a appeasement strategy by Vucic towards the right wing. As bad as he may seem at times, Vucic is a moderate in Serbia and wouldn’t actually do something as stupid as deploying the military especially with Serbias recent diplomatic victories over Kosovo.
