I am south african coming to germany for an ausbildung. Do I need medical insurance before I go (for the visa application)? And if so how does it work.
What if I get rejected but then have medical insurance in Germany?

The answer seems to be in the image you posted. If you’re moving here, you need to get temporary insurance for the period until your work or training officially starts. Travel health insurance is always temporary. I believe you just sign up for a fixed number of months.
