NATO members have to modernize their infrastructure and make sure it’s not so vulnerable to hybrid threats. This has been true for a decade now. Some have taken action, others are lagging behind, but it was to be expected that it would be a longterm endeavor.
And NATO must deploy just enough troops to deter any potential move in any given part of the alliance, just like it has been doing for a long time.

No one read the article? Basically Putin wants to target NATO structures via proxies. Balkans, Hungary, Slovakia. Especially Balkans he wants to destabilize to force NATO military forces to deploy there in significant numbers. That will tie NATO resources and prevent materiel to be sent to Ukraine.
The document also outlines Russia’s plans to modernize its military capabilities. This includes the development of new weapons systems and technologies, aimed at countering NATO’s military advantage.
Huh? Aren’t they gonna be struggling to keep the lights on, let alone making even a little hop forwards tech wise militarily?
