Prisoners know they’ll get away with it and there’s no punishment for misbehaving.
As soon as one misbehaves, give every prisoner a month in their cell with no tv or video games or radio. Let them out at staggered periods for an hour a day for excercise.
They’ll soon learn their lesson.

… the majority (all but 6) are running at over 100% capacity, with some over 150%. Only one is below 90% capacity (HMP Swaleside, which is at 85% and has a total capacity of 1,112).
This is very likely why they’re getting B prisoners filtering down into C prisons.
