So I just came back home and realize that the outer glass of my window is broken and it looks like it was cause by a small stone. I will tell my landlord tomorrow. Before I tell him I just wanna know a few things. What should be the procedure here to get the window repair? I mean, Should he pay for it? His Haftpflichtversicherung? Or should I contact my Haftpflichtversicherung?

The landlord should have an insurance that covers vandalism. You have nothing to do with this, the window is not your property and you did not vandalize it, you just happen to rent the apartment the window belongs to.
Communicate with your landlord in writing, describe the damage and the time and date you noticed it and attach photos. Let him handle this.
