Lately I’ve been seeing a lot of these wires lying a cross the street with the red box attached to it and was always curious what it was . What is it ? And what does it do ?

Quite a few of those popped up the past week.
They are used to count the numbers of cars passing through.
The general idea is to count traffic. Usually these things are installed in multiple places around the same area to count traffic before they build a plan to change the traffic. Like introducing 30 zones / one-way streets / …
Counting cars and measuring the speed of those cars. That’s why there are usually 2 of them.
Besides cars, it can also count bikes.
They’re called pneumatic tubes (telslangen). When you drive over one you create a pulse of air that the machine at the pole registers. From your front wheel hitting the first to the second tube, your speed is calculated. From the time it takes to your back wheel hitting the tubes, your axle distance is calculated.
It can do bicycles too but generally the tubes are different as the bicycle is lighter.
There’s a whole science to it.

Scanning the QR will tell you all the info you need, it seems..
Traffic study. Counts the cars by time of day. Probably also able to see if it’s car or truck. Then they use this data to make descisions about road designs.
