  3. Of course it did. To tackle a problem you need to properly identify its root causes and recognize that it exists in the first place. Gang problem is a serious issue in a number of EU countries, not just France. But I don’t see any political will to tackle them. It’s “too uncomfortable” for some.

  4. This problem is self-solving. When a gang manages to gain the local monopoly on violence, it will become its own de facto polity without any gang crime.
