I don’t think this is much more than a statement. Neither side appears to be struggling with small arms ammunition production. It’s the 155/152 shells that are really defining this conflict. Expenditure in the millions like you’d see in WWI, just without the massive amounts of industry to keep those rounds rolling out in the scale necessary
Ukrainians will put them to a better use.
