  1. The richer you are, the more you spend on R&D or the more you spend on R&D, the richer you are?

  2. Take notes guys, that is probably the biggest factor in determining who will dominate Europe in technology.

    Insane to me how governments can neglect R&D.

  3. Romania is a peculiar case because it had almost constant economic growth in the last two decades but, for some reason, its government decided to spend less and less on R&D. On the other hand, Greece went through economic hell but gradually increased their spending on R&D in the last years.

  4. From where and how did they get these numbers? Is both public and private spending considered? Both big and small? And what even qualifies as R&D?

  5. Spain does not seem to understand the importance of R&D, despite all the evidence. It makes no difference who is in charge, left or right. They are all lawyers by training. It’s frustrating.

  6. I wonder what counts. Like if I train AI model – is this rnd? The resulting model has never existed before, but surely the math behind neural networks has been around for decades, same as python, tensor flow, jupyter, and dataset was mined long before.

    And also – i wrote the code in Romania, but the servers that run the training are in Netherlands. Who get the credit?

  7. As a Belgian researcher, from my experience at least, a lot of this money goes to industrial projects. Which in principle is not bad, it is usually a consortium with a few companies and a university or two. There are 1 or 2 PhD students doing the work, while the companies do quasi no effort.
    The research that comes from it gets patented (preferably in the country of the main competitor) and then nothing happens with it.

    Like, let’s face it, there are some real good companies in Belgium with a serious R&D department, but 99% of high tech companies are integrators. They buy sensors and electronics from abroad, assemble it in an enclosure and sell it.
    The only thing that is done in-house is cutting and folding some sheet metal.

    At least in my field.
