So I moved in to this apartment , that has a weird sink faucet , and the hot water doesn’t come out when I spin the red handle on the side . Does anyone know how this thing works ??
Also when I was inspecting this apartment with the landlord , I informed her that there is no hot water coming out from this faucet . And she is not sure why, and that I should contact the plumber .

I can see only two, but with this kind of setup you should have a total of three valves: One to run cold water from the mains directly to the tap, one to fill the boiler with cold water from the mains, and one to run hot water from the boiler to the tap.
You fill the boiler and set it to your desired temperature (using the knob on the front), wait for it to get hot (on some models you can press the center of the knob to make it heat up faster), and then use either the water from the boiler on its own, or mix it with cold water (so you have more water in total, but you’ll have to set it to a higher temperature).
This must be like 50 years old? Stoneage maybe? When dinosaurs built the pyramids…
You fill the inside with water, then it gets heated up in there. Then you can use the hot water.
If you rented it with the kitchen installed then landlord has to pay for fixing it. You can call the plumber if she said so, but make sure that she has to pay for the repair.

Imo this should be changed to a Untertischgerät.
This is antique.
Make a suggestion to your landlord to have a plumber install a new “untertischgerät” which will store 5 liters of hot water for you (heated by electricity).
