Someone who has isolated 5 days and has two negative antigens (as is the case now in UK) are likely safe to resume normal life

This is 100% based on the US shortening their period to 5 days. But they should probably pay close attention to the fact that this was done because the CEO of Delta Airlines asked the CDC to do it. So hardly based on good science.
