“believes” and “clearly”
If he believes it, thats because all he has to go on is his opinion.
If he says “clearly”, then the evidence is lacking but he wants you to jump to conclusions without worrying about evidence.
I think Russia is a terrorist nation, but anyone that “believes X is clearly Y” is full of shit.
