Down is locked and the handle need to be down also. At least that’s how it works for my balcony door.
I’ve only encountered these once before. Looked a little different but it also acted weird:
The small thing had 180 degrees of movement. On both ends it was unlocked and in the middle position it made it so the big handle was locked in place and yo could not open the door. I figured it out by just trying to twist the handle in every position until it was locked.
It has broken spring on the handle. The spring keeps the handle raised. Handle operates without it thus it is moved counterclockwise.
The lock is operated with switch above.
