You can call the HSE or message them online to report breaches of HASWA stuff like this. It’s amazing the power their inspectors weald and how quickly they make your company fix stuff. I was a trade union safety rep previously and the HSE put the fear of God in the company.
Fully illegal. Look on your local fire service’s website, there’ll be a number or a link to report a safety concern.
