The good Palestinians need to round up all the Hamas and turn them over. If they don’t police themselves, someone else will.

Israel, ultimately, is obligated to act in the defence of it’s citizens.
Hamas has repeatedly made it clear that as long as they exist, Israel cannot fulfill that obligation.
What will happen next should surprise nobody.
A Jordan Peterson talk comes to mind with nations calling for de-escalation.
He had an interesting point about the rule of law and the judicial system not being there to maintain peace and prevent atrocities but to exempt and prevent the victimized party from taking retribution on the aggressor. The Hague and the ICC being weak (and in some cases completely unrecognized) makes it so that when an atrocity like this happens, the recipient MUST act on their own to exact revenge. No one else will hold the other responsible.
Maybe increasing the authority of the ICC and Interpol is a route to be explored – a constitutional convention of only basic, universal human rights to be upheld by the UN, ICC, and Interpol with all other topics and laws the jurisdiction of each sovereign nation. It would need ironclad transference of power to prevent lifetime appointments and the shitshow that is the UNSC.
