I came to Germany on Blue card (I dont have it anymore), then I got German PR (Niederlassung), I am in process to get EU PR.
If I got my EU PR, will I be able to stay outside EU for up to 2 years since I had before held a blue card? or I am not allowed since I did not shift from blue card to EU PR.

Where would you get two years from? On that website, both the EU PR and Blue card state 12 months…
You should be able to stay outside the EU for up to 24 months, yes. It’s only talking about former Blue Card holders, and you are one without doubt.
Your EU PR card should get a remark like “ehem. Inhaber einer Blauen Karte EU” (which is already on your German PR card). If that is the case, you can remain outside the EU for 24 months for sure.
