They are so ships can navigate using these
There are two of Them in different heigths(a pair). When alligned, the ship is on the correct course. You follow Them until another pair is alligned, and thats your new course.
Normally used in narrow waters.

Variations can also be used to indicate where cables or pipes for elektricity and gas runs on the seafloor, so you know you migth get magnetic variations on a compass or that you should not dump your anchor rigth at that spot
