Obama is still popular. I think he’s probably still the most popular living politician in the United States (as far as widespread appeal, Bernie & Trump both have more fervent fans). I don’t see how it hurts Biden in any way to keep associating him with Obama.

If Obama is still President, Bush is still President because Obama kept ALL of Bush’s team when he entered office. This is the 20th year of the Bush Presidency, 24th year if you count Trump’s term, given the continuity of agendas of the people in Biden’s Administration and in Congress.
