Just this morning when I casually tried to open the rolling shutters , it had broken like this. Can this be fixed by watching some videos on YouTube or needs a professional to fix? Also should I pay for the repair or landlord handles it?

This is outside, right? In any case, if you did not install this yourself and it’s part of the apartment, then it’s not your property. You need to inform the landlord who then can decide the next steps – send Hausmeister, send techie, come and fix it themselves. And this also means that you should not pay for this, unless you broke this. But apparently you did not.
It’s weekend anyway, so send the landlord an e-mail and attach pics, tell them about the date and time this happened and how (you just tried to open them), so you have it in writing, just in case the landlord is lazy and ignores this.
