  1. As disappointing as it is. If the government exceeds its capacity every person in the system has a claim to cruel and unusual treated under the human rights act. They throw that claim in when that numbers over the stated limit and all of them will win the claim.

  2. If prisons are so full maybe build more or release non violent offenders to at home sentencing for part of their remaining term to free up capacity

  3. Stop locking up petty criminals and instead get them working for the community.

  4. Rather than delay sentencing for such dangerous criminals, those who are serving time for minor offences should be perhaps released earlier, on tag, to free up space
