Pretty sure if you are contracted by the military to fix and make railroads you are no longer a “civilian” wasnt this entire thing a debate during ww2 as well? that targetting german line makers is not really “humane” since they were usually unarmed but they are contributing by putting phone lines behind and across enemy lines, which meant at one point they were specifically targetted because it was easy to kill them and destroy enemy communication equipment lol.

  2. A railway from Rostov on Don to Mariupol also means a ‘bypass’ for the Kerch bridge, as most supplies to the occupied Kherson and western Zaporizhia oblast are now moved along that (much longer) route.
    As the main harbor of the Donetsk industrial area, Mariupol also has excellent railroad connections to all of the occupied territories there. The existing railroad from Rostov to Donetsk city is only single track and not electrified.
