One side preemptively evacuates its population from potentially dangerous zones. It also delays its military plans until the other side evacuates its civilians.
The other side (Hamas in Gaza, not Hezbollah) is attempting to stop its population from evacuating to safety.
I honestly believe it’s just a precaution
What, IDF will not be using it’s own citizens as meat shields to get clueless westerners to complain about civilian casualties?! But I thought there was no good side in the Israel-Palestine conflict and they were equally bad.
