  5. There sadly isn’t an easy way to change this unilaterally without causing massive international knock-on effects.

    It’s worth mentioning that while £2bn is a lot of money, small businesses are currently evading **ten times that** each year. That’s under the current rules too, so it wouldn’t need a massive dramatic change, just more resources for HMRC.
