Kartenhülle ?
Reisepasshülle, Fahrzeugscheinhülle or Impfpasshülle. Check the dimensions and compare.
I would call it “Bankkartenhülle” or something along those lines. I get plenty of google hits for that, although mostly sturdier versions, but maybe you can go from there.
